Home Affairs Minister, Clement Rohee says that he has not yet received a response from authorities in the USA to a request for information on allegations that the Guyana Government facilitated the purchase of special surveillance equipment that was found in the possession of alleged drug kingpin Shaheed Roger Khan.
Rohee had asked that evidence be provided to support the claims of Khan’s US attorney that a senior government functionary had signed on behalf of the local administration for the purchase of the equipment.
The Ministry of Home Affairs in a statement recently had rejected outright the claim being repeated in the media that the Government of Guyana authorized the importation by the Roger Khan outfit of the sensitive piece of electronic equipment seized by the Joint Services.
According to the Ministry, the USA, like most developed countries, has strict export controls on the sale/export of such items.
It added that in Guyana, such sensitive electronic items could only be procured and imported for the exclusive use of Law Enforcement Agencies.
Such a request by the Law Enforcement Agencies of Guyana would have to be approved by the relevant authorities before an application is made by the Government of Guyana to the relevant American authorities for approval for the item to be exported to Guyana.
“The Ministry of Home Affairs asserts that it did not authorize the importation of the electronic equipment under question nor did it seek any approval of the US Authorities for an export licence for the item,” the Ministry’s statement said.
In the context of the above, the Ministry of Home Affairs has since requested the American Authorities to provide it with the records of all such applications made by the Government of Guyana during the period of the operations of the Roger Khan outfit.
Meanwhile, Minister Rohee added that with regards to the request for information on Khan’s alleged involvement in several killings in Guyana, local authorities have received a response from their US counterparts.
Rohee said that the request made by the Guyana Government through its cooperation agreement with the US has been forwarded to the relevant authorities in America and local authorities are awaiting further developments.
US prosecutors in the drug trafficking case against Khan are hoping to have the court admit as evidence, information that the accused was responsible for the killing of at least 200 persons in Guyana, including boxing coach Donald Allison and businessman Dave Persaud.
