In light of several malware attacks on local companies’ Information and Communication Technology (ICT), the Government is sending two persons to participate in a cyber security and grill programme in Suriname.
The training commences on Monday and ends on July 7.
At his weekly press conference, the Minister of Presidency, Joseph Harmon said that Muriana McPherson and Ms. Marks from the National Data Management Authority will attend the exercise.
The technical training will be provided by the International Telecommunications Union for cyber security managers and technicians.
“It will enable Guyana to enhance cyber security preparedness and to respond to current emerging cyber threats,” Harmon noted.
Only last January, the Guyana Water Incorporated (GWI) had to call in cybercrime experts from the Guyana Police Force after its ICT system was hacked.
The water company had disclosed that its ICT personnel, while performing maintenance duties, discovered that several systems were infected with malware.
The attack affected the company’s methods of billing and collections and it had to avoid extended damage by taking servers offline.
Additional, since early 2015, a local porn site has been publishing images of women, some photo-shopped and some uploaded by jilted men. While several reports have been made, nothing has been done as yet.
Meanwhile, the Cybercrime Bill of 2016 was presented and read for the first time in the National Assembly last year by the Attorney General, Basil Williams.
The Legal Affairs Minister also referred the complex legislation to a Special Select Committee, so that it can be properly perused and amendments made where necessary.
Williams explained that the Bill seeks to combat cybercrime by creating offences related to it and provide for penalties, investigation and prosecution of the offences and related matters.
The Bill sets out that a person commits an offence if he/she intentionally, without authorization or in excess of authorization, or by infringing any security measure, accesses a computer system or any part of a computer system of another person.
The draft legislation also deals with child pornography and child luring. It says that a person who produces child pornography for the purpose of distribution through a computer system, or offers or makes available, distributes or transmits child pornography through a computer system, commits an offence.
