Deputy Mayor of New Amsterdam, Harold Dabydeen, has appealed for an end to what he termed as “total lawlessness” in the town, whereby roadside vending has become a norm. He also urged officers of the Mayor and Town Council (M&TC)’s Constabulary to exercise their authority when necessary and bring errant persons to justice, as catered for in the town’s by-laws.
Dabydeen was addressing the Constables at their 39th anniversary celebrations at the Town Hall on Monday. It was said to be the first celebration of its kind in the town. Georgetown’s Mayor & City Council (M&CC) planned a similar exercise, too, recently.
Dabydeen told the gathering that the Pitt Street area has been overtaken by roadside vending, which creates daily, lengthy traffic jams and difficulty for pedestrians to move about. He informed the Constables that they don’t have to seek permission from the Council or Town Clerk to get the vendors off the street.
“Stop the lawlessness within the town! Use your Standing Orders powers and authority to prosecute, charge, and fine those that defile the law—create your Municipal Codes! Clear the obstacles in the town and everything that is within your authority in the Standing Orders,” he stated.
The Town’s Constabulary was declared open on July 1, 1974, by former Barrister-at-Law, Bhairo Persaud, who served as Mayor from 1974-1976.
Dabydeen recalled popular names of dedicated men who led the town and the Constabulary back in those days and ensured it worked, including Errol Alphonso, Maurice Haniff, Senior Counsel Fraser, and David Armogan.
“The Mayor’s visionary thoughts conceived to use a Constabulary Unit for good governance for the municipality and recruited two able-minded retired police officers to restructure the formation and establish the Town Constabulary—Supt. McLennan who employed 24 Constables, 4 Sergeants, 4 Corporals and 1 CIA officer.”
The Deputy Mayor noted that the body was established for its purpose, “with its role and functions enshrined in the Standing Orders drafted by the able Superintendent, Mr. Clouts, accepted by the full council with its full authority and powers”.
He outlined the powers and authority of the body such as to provide security for municipal purposes, and “to prevent lawlessness within the town. Council workers found guilty of any demeanor must be brought before the court, and charged and tried for action,” he stated.
Pastor Winifred Haywood was the guest speaker at the event and gave words of encouragement to the workers, whom she urged to put their trust in God, despite the troubles and even small salaries. (Leon Suseran)
